Value Village / Before you come to Japan

Can I rent a bicycle in Japan, and what are the rules I might not expect?

This answer is a draft. It stays unpublished until legal review and source verification are complete.

The answerYes, and it is one of the best ways to see a Japanese town. Legally a bicycle is a "light vehicle": ride on the left side of the road, not the pavement, unless a sign allows it (many do). Since April 2023 helmets are recommended for all ages, though not fined. Riding after drinking, using a phone, holding an umbrella, riding two abreast and riding without lights at night are all offences, from November 2024 phone use and drunk riding carry criminal penalties, and from April 2026 most other offences (pavement riding, umbrellas, no lights, earphones) draw on-the-spot fixed fines of ¥3,000–12,000 for riders aged 16+. Park only in marked bicycle parking: a bike left on a busy pavement in a city is removed within hours and costs ¥2,000–5,000 to recover.

Japan is a cycling country — about 70 million bicycles for 125 million people — and rental bikes and share schemes are everywhere from Kyoto to small island towns. But the rules differ from Europe and North America in ways that catch visitors: where you may ride, helmets, alcohol, phones, and what happens if you park in the wrong place.

The rules that surprise visitors
