Is Japan's nightlife safe? Touts, "bottakuri" bars and how to avoid being overcharged

This answer is a draft. It stays unpublished until legal review and source verification are complete.

The answerThe scam is called bottakuri: a tout (kyacchi) on the street offers a cheap "all-you-can-drink" or a club with women, leads you to a bar where the bill arrives with hidden charges (seating, "service", per-drink extras) in the tens or hundreds of thousands of yen, and staff block the door until you pay by card. A related version is drink spiking followed by card fraud at ATMs, concentrated in Roppongi and Kabukichō. The rules are simple: never follow a tout (the Shinjuku and Osaka ordinances ask the public not to respond to touts — a duty of effort with no penalty for the customer; the tout and the venue are the ones committing the offence), choose bars yourself from Google Maps or a hotel recommendation, confirm prices and cover charges before sitting down, pay in cash or watch your card, never leave a drink unattended, and if you are trapped, call 110 or walk to a kōban — the police will come.

Japan is one of the safest countries to walk at night, and its nightlife districts — Kabukichō, Roppongi, Osaka's Dōtonbori and Minami — still produce a steady stream of visitors who wake up with a ¥300,000 card charge. The risk is not violence; it is being led into a bar by a friendly stranger.
