Electricity, gas and water bills in Japan arrive as slips or app notifications with a structure that new residents rarely decode — a base charge, tiered usage, a fuel adjustment that swings monthly, and a renewable levy. Understanding the tiers is where the savings are.

[Verify] Tier prices and levies with TEPCO (or your regional utility) and the Agency for Natural Resources and Energy; the FY2025 renewable levy with METI.
Three tiers, a base charge, a monthly fuel adjustment and a levy. The unit price for your last kilowatt-hour can be a third higher than for your first.
It costs more every month and lets you draw more — useful for a family, wasted for one person. 30 A suits most single or two-person flats if appliances are not all run at once.
Check the fuel adjustment line — in 2022–23 it added thousands of yen for the same usage. It falls too.
LP gas is typically 2–3 times city gas and is priced by the supplier. Ask which a rental has before signing.
Staying under 300 kWh avoids tier 3: air conditioner at 28°C with a fan, kotatsu or floor heating instead of heating the whole room, LED bulbs, and a filter-cleaned air conditioner (see those articles) are where the reductions are, not in sitting in the dark.
