Kyoto City's official tourism information offers area guides for places such as Saga-Arashiyama and Fushimi, as well as information on transport and sightseeing. If you plan each day so that you visit places close to one another, you will have more leeway for getting around. Depending on how many days you are staying, you might choose which areas to focus on, for example one day walking mainly around Saga-Arashiyama and another visiting central Fushimi.
