About this place
A former foreign settlement (kyokyochi) refers to an area that was once subject to foreign extraterritoriality, mainly under the Ansei Five-Power Treaties. The former settlements in Yokohama, Kanagawa Prefecture; Osaka, Osaka Prefecture; Kobe, Hyogo Prefecture; and Nagasaki, Nagasaki Prefecture are famous. Kobe's former settlement was a district isolated from its surroundings, bounded by the old Ikuta River (now Flower Road) to the east, the Koi River (now Koigawa-suji) to the west, the coast to the south and the Saigoku Kaido to the north. There the British engineer J.W. Hart designed the settlement (Kobe Foreign Settlement) and built an orderly Western-style town.
