The English words on Japanese skincare are real English words. They are just not being used the way you expect — and the category behind them is regulated.

The sequence follows from the chemistry: water first, then oil to hold it. Neither may claim effects outside the 56 permitted claims set by a 2011 Ministry of Health notice.

It is not the thick lotion the word suggests in English.
"Milk" (*nyūeki*) is a moisturiser. A separate cleansing milk also exists — read the rest of the pack.
*Biyōeki* is labelled either way, and usage differs. The instructions, not the word, tell you where it goes.
The names do not encode the sequence. The pack states where the product belongs.
Water-based products add moisture; oil-based products slow its loss. Neither locks anything. The measurable quantity is transepidermal water loss, and it is the oil step that lowers it.
